The only way you could stop this sort of thing from happening would be to return to the 1980s practice of not announcing the competition area until the day before - but that was in an era when all events were forest events and it was possible, for example, to embargo all forests in a region other than specified existing maps (e.g. in 1985 all unmapped forests in the state of Victoria were embargoed). You couldn't realistically do that with urban areas.
