The newly formed Auckland Council has already put in place one significant initiative which will significantly improve the efficiencies of making maps.
The Council has moved away from the previous spatial data distribution model of cost recovery charging, and under the new spatial data distribution model all aerial photography and LiDAR data is free of charge and licenced under the Creative Commons Attribution 3.0 NZ Licence.
Previously, aerial photography and LiDAR (digital terrain and contour data) was charged by area of data requested, and usage was restricted under the terms and conditions of the ALGGi (Auckland Local Government Geospatial information) consortium.
Significantly, this change means that projects requiring aerial photography and LiDAR data in the Auckland region now have access to these datasets free of charge.
More info to follow.

I guess it mirrors what happened in central govt after dodgernomics: Survey and Land Information started charging for aerial photos that we used for photogrammetry. Then realised that (a) it's better to share and (b) it cost more to administer than it raised. Some other local bodies are already making their data available for free.
Might be a useful time to review giving away our maps (outside of events).
