A summary of the discussion so far:
There may be no need to have A-short classes for short races
An elite wants a double short-o in spite of what his squad asked for: easily solved by entering M21A
There is a misconception that the same winning time for all classes would make things easier for the planner. It won't - a whole new set of course/class combinations and relative lengths would have to be worked out.
A large number of contributors can't be bothered looking up what the rules actually say before shooting their mouths off. Exception: Head Honcho.
The wrong course lengths in the 2001 Wgtn Short-O does NOT show that the controller qualification system is ineffective. The club chose to run the event as B level using an unqualified controller.
There were only two contributions on-topic. They both voted for double short-os (classes other than elites). And I guess there is a third vote - the organisers of this year's national short-o are providing a double.
